Sentence Structure

Trump, who four years ago tweeted “We should stay the hell out of Syria,” said his “attitude toward Syria and Assad has changed very much” since the chemical weapons attack on Khan Sheikhoun, a Syrian town were at least 86 people died from what U.S. officials say was an attack with Sarin gas.

I’d like to someone kindly tell me structure of this NEWS sentence. Especially I do not understand which word is subject word reflecting “were” . I interpret grammatically as

Trump has said “..” since weapons attack( this is noun phrase ) . Why “were” is in this position ? I think “at least 86 people died from what U.S. officials say was an attack with Sarin gas” is perfect sentence , I guess. Could someone write in other way or give me analysis of this sentence structure ? Thanks.

It's a mistake. It should be 'where'.
