sentence structure

1. Is the following sentence right, but ambiguous? Or, just wrong?

I considered making a will a rule.

2. If it is right, I think it can be interpreted two ways. One is "I thought about making a new rule that everyone must draw up his/her own will", and the other is "I felt making a will was a rule." Is my understanding right?
