Q) Isn't the idea above like this?

1. An increasing share of that money goes to countries in the Middle East.
2. Through them to extremist religious groups who support Islamic terrorists throughout Middle East and beyond spread message of hatred and violence against western influence and ideas.

Q2) I was wondering why, in the original sentence, it should be "spreading," and not "spread" when it is thought as #2.
