Sentence structure

Hi english forums! I am a bit confused with a sentence. Is it correct to say "It is the most important thing for young people to have basic (or high school?) education"?

I think that the correction is "Basic Education" because Basic Education means the necessary skill for young people to learn, so that they may have some abilities to support their own life at least.
