Sentence structure
Evidently the Pentagon's grandiose plans for Iraq did not foresee the extent of the Iraqii insurgency. The Iraq case was aslo the first since the Second World War where the Pentagon and not the State Department had led responsibility for the post-conflict situation.
The structure of the underlined part is strange. I don't understand the postion of not here. Does the sentence mean where the Pentagon and the State Department had not led responsibility for the post-conflict situation?
