my microsoft word says that this following sentence is a fragment. How can I revise it as they suggest... " The leaders declared Hawaii a rebublic." The green line was under "a republic". Thanks!

If you precede "a republic" with "to be", the green line will probably go away, but honestly it is unnecessary.
