Sentence questions

Hello, 

I am not sure whether the two sentences make sense in term of grammar and semantics.

Can you give me a hand with checking them

1. I think that whenever a decision must be made between funding our basic needs and exploration of outer space, the former should take priority.

2.The building structure of the big city is much less susceptible to earthquake than that of the small town.

3. If I were to creat a new holiday to eulogize a person, the person would be monk Geo.

4. If I don't plan any acticities in advance, I can engage in all kinds of indoor and outdoor activities based on the state of the weather or my current mood.

In sentence (4), Shall we say just 'weather' instead of 'state of the weather"? To me, 'state of' seems a little redundant.

A second thought: What about 'depending on the condition of weather' ?
