Sentence question

Hello. I have a question for this sentence below.


The communist country has blamed what it calls U.S. aggression for the reason it's trying to develop nuclear weapons.


=> The communist country has blamed the U.S. aggression and the reason why the U.S. takes an aggressive stance to the North is that North Korea is developing nuclear weapons. (My understanding)


Is that correct?

I am confused with [what it calls U.S. aggression for the reason it's trying ~~ ]
