Are both sentences correct?

The first one is correct. This is what you'd usually hear. The second is theoretically grammatical, but people don't normally speak like this. The only time you might hear something like this is if the speaker was trying for a certain effect, for example, trying to express irritation with the listener, without coming right out and saying it.
