Sentence meaning, please.

If somebody says;

"I'll go there in fifteen minutes."

Which does it mean?
"I'll be there in fifteen minutes."
"I'll leave here in fifteen minutes."

It's a little bit vague. In my opinion it should mean "I'll leave here in fifteen minutes," but I've heard it used both ways.
