I am just a little confused as to what the following sentence means:
She's too nice to push us around.
Is it:

1. She is too nice so she is unlikely to push us around.
2. Sarcasm.

If it does not imply the first bullet, how should one phrase the sentence to convey that meaning? Perhaps:
She's nice enough not to push us around.
