Sentence interpretation

This is a sentence I have encountered recently. I cannot figure out what the point is. I doubt whether it is a well-constructed sentence. Can you make a comment?

It sounds like the words of someone Chinese living abroad who unexpectedly hears people speaking Chinese. Does that help? Or is there some other aspect of the sentence that's giving you trouble?
