Sentence in English

There is a sentence "He used to bring us a comic for a half -penny plain and a penny coloured ".What is a penny coloured?And why is it "a comic for a half-penny plain" ,not "a plain comic for a half -penny"?If plain means black and white ,why do we put it after price ?
