Sentence improvement(in Bold)

Holmes took up the second letter which which lay unnoticed upon the table whilst he had been absorbed.

a) was lying unnoticed
b) had laid unnoticed
c) No Improvement

According to my book, the answer is 'C' i.e. No Improvement. Shouldn't the answer be (a) instead ?
