Sentence Improvement

The only bit of relief for the victims has been the increase in population.

a) was that they were given
b) no improvement

According to my book the answer is B. 

Please tell me why A is not chosen. Please tell me why ' has been' is correct here. As per my understanding we use 'has been' for the things that started from the past and are still contuinuing.

A does not make sense. has been suggests the effect of the relief is still being felt today. I don't understand why an increase in population is called 'a relief'.

Actually its Compensation .I mistakenly wrote Population

Yes, A is OK if you are just talking about the past.
