Sentence Improvement

It was a week since the exams began.

a) is a week
b) has a week
c) had been a week

Answer is (a) according to my book. Is it fine to choose 'is a week' when 'has been a week' is not in the options?

If the sentence were in the present and 'has been a week' were present in the given options, we would choose 'has been a week' otherwise we would choose 'is a week'. Am I right?
