Sentence Improvement

Not only did he criticize the party's policies but also the leader's personal matters.

a) He criticized not only
b) He not only criticized
c) No improvement

Answer to this question is (a) as per my exercise book but i just want to ask whether we can choose (c) also?
Aren't (a) and (c) both the same?

I is always capitalized.

You can't choose (c) because it says there is no way to improve the sentence. But changing the sentence to (a) improves the sentence, so there is a way to improve it.
