Is 'in the whole of' used correctly in that sentence?

You'd more likely hear:

He's the best cosmetic surgeon/psychiatrist/general practitioner/orthopedic surgeon/sports physician/etc. in Beverly Hills. (In this type of sentence the specialty would be specified.)

Yes. And I see no advantage in indicating the specialty. 'He's the best doctor in..' is fine and more common for most of us.
