Sentence help

Is it correct to say after talking about a specific matter: I hope we obtain some advice on that matter.

Would you please do the necessary changes?

Also, should I include the word 'could' before obtain? Or is it not necessary?

Use 'can' here to show present possibility. 'Could' doesn't show this.

I thought could also means would be able, and may be used for the present with the possibility being uncertain. Am I wrong?

Yes, but you can't say I hope we would be able (to obtain) either.

The tenses have to go together logically.

I hope we can / I hoped we could
I hope we will be able to / I hoped we would be able to

What about if I want to say:

I hope we can go to the movies tonight.
I hope we could go to the movies tonight.

Is could wrong here also? Both sound correct to me. This is a little confusing.

So in what cases can could be used instead of can? Can I ever say 'we could' instead of we can. Or I could? What about: I could/can be wrong?
