It has cut-outs which I thought was really pretty.

It has cut-outs which I thought were really pretty.

Which is right?

Either could be right in coversation, as it is understood when you use the singular verb that you mean the design of cut outs is pretty, or you could use the literal "cut outs" as the subject and use the plural verb. In writing, I'd probably use the plural verb, but, in speech, either would sound natural.

I would never use the singular verb to refer to 'cutouts'.
