Sentence Grammar--As Such

The Football Association is making a firm commitment to player development at not only grass roots level but also elite. As such, players will need to guarantee their availability to attend all training camps.

I think the word the writer was looking for was 'therefore.' I don't think 'as such' is correct, since 'such' needs to have an antecedent.

Am I correct?

No, no typo. I don't really understand it either. I think it is just means: "...not only low-level football but also elite-level football.

Yes, I presumed that was what was intended, but the sentence structure is unacceptable. Anyway, yes: I agree that 'as such' is wrong and 'therefore' is a good correction.
