Sentence from a movie--Sentence Analysis

There was a pause after rest, but I'm unsure whether or not there should be a comma after it:

He cursed them, never to rest, until they fulfilled their pledge.

1. What is this phrase in bold? What is it modifying?

2. I can't see how it is grammatical with the bold phrase--though it is clear what is meant.

Thank you

No comma. There is no reason to try to fit it into the grammar of a sentence-- as you said, it is spoken. We do not necesarily speak in complete, organized sentences.

Thank you. I heard it in a move, but I just found it in written form through Google. Here is how it was written (this is the original):

And so Isildur cursed them, never to rest until they had fulfilled their pledge.

Could we maybe interpret it as an adjective phrase modifying them ("...them, who were never to rest...")? Or, as you said, is it just a lost cause trying to

Lord of the Rings, Part III. I still think they tried to punctuate it so that the latter part is the text of the curse.
