Sentence fragment?

I am hoping for your help here. I am in a debate with someone about grammar and am wondering if this is a sentence fragment.

"The main idea being the decline in grammar among the general population. The second being some possible causes of this and the third being a difficult decision as to whether it is appropriate for a male to wear hot pink pajama bottoms just kidding on that last one."
