Sentence fragment

Is this a sentence fragment? "Nor are state laws."

The previous sentence, which ends the previous paragraph, is: "Therefore, federal laws are not able to protect the poor."

First, my inclination is change it to read: "Neither are state laws." But, is this still a fragment?

Either negative is acceptable, but it is still a sentence fragment. Newspaper journalists do this frequently, but I wish they wouldn't.
