Sentence Fragment

can any one please tell me whether the sentences given below are sentence fragments or not and i want the reason. Thanks in Advance.

1. Hard to breathe.

2.It is hard to breathe on extremely high mountains.

I still have a doubt what is the subject and predicate in the first two sentences.It may be very basic question but it is very confussing for me to identify them. can you please explain ?
