Sentence Formation

Please suppose, a local office receives instructions from Head Office and sends reports to Head Office.

I would like to whether it is possible to form a grammatically correct sentence like below though i suppose it's a wrong one. Kindly someone make it correct provided that sentence structure should be like the below one.

" Local office's sending reports to and receiving instructions from are performed by Head office"

Sorry, that is incorrect grammar and is just nonsense.

if you must say it that way, say eg " Sending reports to Head Office and receiving instructions from Head Office are performed by the local office." But this passive voice still sounds awkward and unnatural.

It's better to use active voice. eg "The local office sends reports to Head Office and receives instruct
