Sentence filling

The practical importance of the role of the industrialist in the establishments of the new order is greater _____.

A) than that of economist and politician
B) than that of economist's and politician's

According to my book, the answer is (a).

As per my understanding, 'that' in the answer means ' The practical importance' hence the chosen answer would mean ' the practical importance of economist and politician' in spite of ' the practical importance of the role of economist and politician'.

Please tell me why they have chosen A option.

I think I understand what you're saying; I agree with CB's answer about the genitive and not having apostrophes in the answer although your confusion may come because of the implied determiners in (a).
If the answer had have been 'than that of economists and politicians' then it would have been okay; the apostrophes ruin it as they are not needed and the sentence therefore falls apart.

If I say ' than that of economist and politician' then the practical importance is compared with the economist and politician not with the role of economist and politican. This is my confusion with the chosen option where practical importance is compared with economist and politician.

This is the reason why I am asking the difference between using apostrophe here and without it.

Sorry, it's very late so I may not be thinking straight here; I think in my previous explanation I should have said that 'practical importance of the role' is what we're referring to by 'that', not just 'practical importance'. I can see why you're struggling but the first option is definitely the only one that's correct.
