Sentence doubt

Hi teachers,

I have this question and answer.

Who knows where and who Hugo is?

Masters (does)

For me something is missing in between "where" and "and". A verb perhaphs?

Am I right, or the question is just fine?

Thinking SpainWho knows where and who Hugo is?
= Who knows 1) where Hugo is and 2) who Hugo is?

In English you can put two question words together and they both apply to what follows, thus:

I don't know how much or when Jack will pay me.
= I don't know how much Jack will pay me or when Jack will pay me.
