Sentence difference

What is the diference in meaning between these sentences? Do they have the same meaning?

I am happy to win today.
I am happy to have won today.
I am happy that I won today.

I am just not surr if the first sentence is possible or correct, implying that I already won today!

So the 'to form' in the first example does not work, but it does work in other examples such as:
I am happy to announce/tell you that I will join your company.
I am happy to see
