sentence correctness

Are both of these sentence versions grammatically correct, specifically the use of “will they’ and 'they will'?

1. Only when the items have been approved 'will they' become items on the menu.

2. Only when the items have been approved 'they will' become items on the menu.

Is this because of the use of the word “only” at the beginning of the sentence? If so, would its exclusion make the second sentence correct?

We invert subject and auxiliary (or DO when there is no auxiliary) after negative and near-negative adverbials. Only when seems too fall into this category, because the negative idea of not until is implied.
