I cannot think of any correct sentence using the phrase "any how". Occasionally people use the word "anyhow," but it's not generally accepted that way, either.
Sorry, but there's no "any how" or "anyhow" in English with that meaning, although there is "anyhow" with a different meaning.
"Please clarify if, for any reason, we have to reassign the position." is probably the closest to what you want. Adding "or not" is not as good in this version.
