Sentence corrections

1) What he is trying to do is to make the process more efficiently.

2) What he is trying to do makes the process more efficiently.

Which one is grammatically correct? any different meaning?

None of them are grammatically correct I think.... " or maybe (not 100%) in trying to keep with the same structure as your sentences.... " As far as I can tell from your original sentences they pretty much mean the same thing.

None of them are grammatically correct I think....
I think the right way would be to say:
"He is trying to make the process more efficient."
or  maybe (not 100%) in trying to keep with the same structure as your sentences....
"What he is trying to do is to make the process efficient."

As far as I can tell from your original sentences they pretty much mean the same thing.
