sentence correction(help needed)

1)Why come people don't/get what they deserve and why others/ get what they don't deserve is /a matter decided by luck.

My book says to remove " a matter" for the above sentence .Could anyone please enlighten me?

2)Even after worked in the office /for as many as fifteen years /he still does not even understand /the basic objectives of the work.

My books says to add "having" after "after" .I searched it and found some information written below :-

(the word 'after' negates that continuous aspect, for me. If you use 'after' then the action must be completed, not still continuing,)

My question is:- Can i use "Having worked" in place of Even after having worked. ? i.e Having worked in the office for as many as fifteen years he still does not even understand the basic objectives of the work

3)Neither the earthquake nor the subsequent fire was able to dampen the spirit of the residents.

My books says to replace "was able to" with "could"

Acc to me "We use" could" to talk about an ability somebody had in the past. We use "was/were able to" to talk about a specific event in the past. "

Can you please elaborate why we have used "could" there instead of " was able to".

We use could to talk about an ability somebody had in the past. We use was/were able to to talk about a specific event in the past.
