Sentence correction advise

We have been having specific problem for months, so i want to say:

This problems keeps happening or happens every month.

We have had the same problem ever since we started.

Are the above two sentences correct and is there other ways of saying that?

We have been having a specific problem for months, so I want to say:

Is this sentence correct: all salaries should be given no later than the 10th or given by the 10th of every month.

please correct and which is better.

Either of these will do:

All salaries should be paid no later than the 10th of the month. (on or before the 10th)
All salaries should be paid by the 10th of the month. (on or before the 9th)

Hi teacher, just out of curiosity I was wondering if this is correct as well:

we have been encountering this problem every month.

There are just many ways of saying things in english!
