This sentence is about the number of graduates in the provinces of Canada.
However, the biggest increase took place in British Colombia, where the percentage of graduates more than doubled, almost reaching almost 11 percent in 2006.
I think the underlined part lacks some "to be" verb, this way:
... graduates was more than doubled, almost reaching almost ...
Or
... graduates more than doubled, was almost reaching almost ...
Would you go along with my opinion, please?
