Sentence Correction

Which one of the following sentences is correct? I found it in an English newspaper's article.

1) This split marks the transition of leadership to Chancellor Angela Merkel of Germany who was able, through pre-summit diplomacy, to get all 19 leaders to agree "to not" let the US derail their statement.

2) This split marks the transition of leadership to Chancellor Angela Merkel of Germany who was able, through pre-summit diplomacy, to get all 19 leaders to agree "not to" let the US derail their statement.
