Is "that the elephant is descended from an aquatic animal, and its trunk originally evolving" correct or should it be replaced with?

1.to suggest that the elephant has descended from an aquatic animal, and its trunk originally evolved
2. to suggest that the elephant is descended from an aquatic animal, and that its trunk originally evolved

Option 2 is correct, but why is* descended better than *has descended as the action is finished at time of speaking and is it always necessary to use that twice both before the elephant and its trunk

The present tense is fine.
