Sentence correction

1)It obviously did not happen because of the court's order placing a limit on the noise level from crackers.

1)placing a limit on the noise level
2)to place a limit at noise level
3)to place a limit on the noise level
4)no improvement

My book says (4) .
Can't we use (3) here?

#4 is indeed the answer, though ' court order' would be more natural. #3 does not work because the court order IS the order; it is not an order ordering another order (if you take my meaning).

Now there will be few burgers for the children because of their father's order to (to the one who will deliver burgers) place a limit on their numbers(number of burgers that will be delivered)

Here we are ordering a burger guy to deliver less num
