Sentence correction

In the following sentence, should 'to form' be replaced with 'formation'

Model 1 of the storage facility (1:10 scale) is intended to optimise the number of light-weight lengthwise partitions placed within the chambers to exclude ‘slanting’ passing over the cells which facilitates stagnant zones to form in the chambers and to identify a necessary motion section within the inter-space between the flooring and the partition top portion;
