Sentence correction

Hi,

does this sentence make sense? I'm translating a difficult text from my native language to English and I need a hand.

This bed was worked out a recovery plan including the budget.

In this context, "bed" means an area of ground that has been dug for growing plants and flowers.

This project deals with perennials suitable for being planted in undergrowth of woody vegetation elements from the perspective of garden and landscape design.

I don't know whether this sentence is comprehensible or not.
