Sentence Correction

After bounty hunters turn over their captives to the authorities , they often
are denied due process of law

.

Which of these rewrited sentences is correct?

1.The authorities often deny captives due process of law after bounty hunters
turn captives over to the authorities.

2.A captive ,when turned over by bounty hunters to the authorities ,is often denied
due process of law.

(1) seems to be wordy and it repeats the word "authorities" and "captives".
However (2) is not better. It should be written as "is turned over" .

So what
do you think ?
