sentence correction...

I have a question regarding the following sentence.

"We will chase the enemies on the ground and in the sky and we are able react strongly to enemy's threats in shortest possible time." My question is after the conjunction the speaker used "we are able react strongly to enemy's threats" which I believe need correction like "We are able to react strongly to enemies threats". does this sentence correct or not. Any help would be appreciated.

Thanks
