Sentence corrction?

Hi! everyone.Could you guide me how can I say this sentence?
I want to say this sentence actually for those people who live in a place where they don't see sunlight through out the year and there is a hard frost there too.
"Those people are not destined to see the sunlight"
Is this sentence correct or I should say Those people were not destined to see the sunlight.
I mean this had been written in their destiny before they were born that they wouldn't see the sunlight in their life So it should be in past. Am I right? Please tell me.
