Sentence core

Hi, I would like a helpful hint or an easy way to find the sentence core. For example in the following sentence I have to place the subject and the verb together near the beginning of the sentence.

The focus of the test for the Experiment 11 was tangential to and not a direct approach to leadership.

Sentence Two: The major framework of her essay involves presenting a discussion of health car funding.

('Sentence core' is another new teachers' phrase that I do not know, but I suppose that 'simple subject' and 'simple predicate' is what she is talking about.). I am asking you for those, because the full subjects and predicates are already together.
