Sentence construction

Dear teachers,

I read the following quote and was wondering if the underlined part is grammatical.

I expected to see "neither ... nor" construction.

"The difference between a successful person and others

is not lack of strength not lack of knowledge

but rather lack of will."

Thanks in advance
