Sentence construction

Here is a sentence from the book Idiot America by Charles P. Pierce:

He designed a government, Mr. Madison did, but he dreamed himself a country.

I wonder why the author used such kind of sentence construction. I mean why didn't he say simply Mr. Madison designed a government...? What is stressed (or implied) here?
