Sentence Construction

Could someone tell me if my analysis of the following sentences are correct? I'd very much appreciate your help!!!
1. "The vote, which may take place late in the afternoon, was delayedlast week to give African Union officials a chance to negotiate a truce between rebels, who control the north of the country, and the government, which holds the south."
2. "A summit among West African leaders in Abuja, Nigeria on Sundaybacked the arms embargo and asked that it be imposed immediately, rather than on Dec. 10 as a draft resolution says, presumably to stop the collection of more weapons."
