Is for required here?

Shall I write it like "The local bodies arrange the necessary facilities for the residents of the village/cities."

When I arrange the facilities for the residents, I do the arranging myself. But in this case "arranging" means "preparing" or "fixing" or "decorating" or something like that.
But when I arrange for the facilities for the residents, I am most likely making arrangements for other people to do the work, although it is still possible that I did the work myself. In this case
