While the wind was blowing hard on the beach, I could see down her blouse.

Is this sentence OK? The grammar is fine. However, I don't understand why the wind would help you do this. Perhaps she was sitting and you were standing? Or perhaps you mean 'see through her blouse', becuase the wind was pushing it tight
