Sentence completion?

By the time the damaged nuclear plant at Fukushima is properly made safe, ----.

1. it hasn't been made operational as a producer of electricity again.

2. it will remain just as dangerous as it is today.

3. radiation has caused serious damage to the surrounding agricultural land.

4. nuclear power is no longer as accepted in Japan as it once was.

Which option complete sentence best? I think none of them are corect. It's weird. I need a native help. Thanks.
